PPM & Associates was formed by C. E. "Ed" Poore, Jr., Joseph "Jay" Palmer, III, and B. Theron McCants with the mission of using their combined over 100 years experience with the South Carolina Department of Revenue to provide companies and individuals with a professional team to assist them in SC tax issues. Since our inception we have been very successful in finding refunds in inconspicuous areas. We provide assistance for any necessary adjustments, steps for corrections and processing claims. Many companies attempt to do everything "in-house" without knowledgeable assistance. Ever changing government regulations make that task virtually impossible! Success comes from choosing the best people for a task and trusting their expertise. Your success is always our first interest. C. E. "Ed" Poore, Jr.
served with the S.C. Department of Revenue for more than thirty-seven
years: as Audit Supervisor in the Greenville Service Center; as Deputy
Manager of Audits in Field Services Division, Columbia Office; numerous
supervisory posts in the Sales and Use Tax Division including Chief
Auditor. Ed has served as instructor for many sales and use tax
seminars. He co-authored the South Carolina Basic
Sales and Use Tax Manual and the South Carolina
Advanced Sales and Use Tax Manual.
Ed graduated from Erskine College with a degree in Business Administration. He is considered one of the foremost authorities on sales and use tax in South Carolina.

Joseph "Jay" Palmer, III
served with the S.C. Department of Revenue for more than thirty-six
years: as Audit Supervisor in the Spartanburg Service Center; as
auditor in Individual and Corporate Income Tax and in Sales and Use Tax
including Manufacturers and Motor Fuel Tax for twenty-eight years.
Recently he has been a consultant to SCDOR in Motor Carrier Property
Tax.
Jay is a graduate of Palmer College in Columbia, S.C. with a degree in Business with an Accounting major.

B. Theron McCants
served with the S.C. Department of Revenue for more than twenty-seven
years as an auditor in the Greenville Service Center. His work
was in Sales and Use Tax, Individual and Corporate Income Tax, and for
his last twelve years with SCDOR, concentrating in Estate Tax.
Theron is a graduate of North Greenville College.
